So, why is policy-making hard?

Policy-making is hard because it must serve diverse communities with competing needs and values.

Decisions are made with limited resources, incomplete information, and the reality that not everyone can get what they want.

Policy is about trade-offs—balancing short-term costs with long-term benefits, and choosing what will create the greatest good for society as a whole.
